(AP) ? Jonathan Vilma, Scott Fujita and Will Smith are back in the NFL. For now.

The suspensions of those players, plus unsigned free agent Anthony Hargrove, for their roles in New Orleans' pay-for-pain bounty scandal were lifted Friday by a three-member appeals panel.

The league reinstated them all a few minutes later.

The Saints' Smith and Fujita, now with the Cleveland Browns, probably will play in Sunday's season openers. Vilma can at least rejoin teammates and coaches in New Orleans ? and get paid ? even if the linebacker is not yet ready to play because of knee problems.

And Hargrove can start talking to NFL teams about giving him another shot, after he was cut by the Green Bay Packers.

Still, there's no telling how long the reprieve will last.

Coming just two days before the first full slate of NFL games this season, the ruling is a setback for Commissioner Roger Goodell and the league. But while the decision allows the players to rejoin their teams, it does not permanently void their suspensions.

NFL spokesman Greg Aiello said Goodell would "make an expedited determination of the discipline imposed" for violating the league's bounty rule.

"Until that determination is made, the four players are reinstated and eligible to play starting this weekend," Aiello said.

Vilma, who had been suspended the whole season, tweeted: "Victory is mine!!!! -stewie griffin"

Added Fujita: "I'm overwhelmed with all the support. Thank you so much everyone. Can't tell you how much it means to me."

The ruling does not affect New Orleans coach Sean Payton, suspended for the season, interim coach Joe Vitt (six games) or general manager Mickey Loomis (eight games).

While the panel did not address the merits of the NFL's bounty investigation, it found that Goodell overstepped his authority in hearing the players' appeals of their punishments for participating in the Saints bounty program, which paid cash bonuses for hits that injured opponents.

The panel's decision states that Special Master Stephen Burbank, not Goodell, should discipline players for receiving money from a pool that paid for big plays. Goodell's role, the panel said, should be limited to whether he can prove the players intended to injure opponents, which would fall in the category of conduct detrimental to the game. Players and coaches implicated in the bounty pool have testified under oath in a related federal court case they never intended to injure opposing players.

"Whether the commissioner tries to readdress the situation or not is his call," said Peter Ginsberg, Vilma's attorney. "We are certainly hoping the appeals board has made it clear the commissioner tried to grab jurisdiction and impose penalties over an area he does not have oversight. ... The factual record in the court makes it clear he has acted in a biased and inappropriate manner."

In a memo sent to all 32 NFL teams after the ruling and obtained by AP, NFL legal counsel Jeff Pash emphasized that "nothing in today's decision contradicts any of the facts found in the investigation into this matter, or absolves any player of responsibility for conduct detrimental. Nor does the decision in any way suggest what discipline would be appropriate for conduct that lies within the authority of the Commissioner."

The league's investigation found that Saints coaches and players, led by former defensive coordinator Gregg Williams, ran a program from 2009-11 that offered cash payouts for hits that injured opponents. It said specific bounties were placed on quarterbacks Kurt Warner and Brett Favre in the 2009-10 playoffs.

The Saints open their season at home against Washington on Sunday, while the Browns host Philadelphia.

The NFL granted roster exemptions to the Saints for both of their suspended players and to the Browns for Fujita, meaning New Orleans could carry up to 55 players and Cleveland 54.

Earlier this week, Saints interim head coach Aaron Kromer said Smith, who participated in training camp and the preseason before he began serving his four-game suspension on Monday, would be ready to play against Washington if available.

Vilma's status was not as clear. His season-long suspension began before training camp and he has been trying to work his way back from offseason surgery on his left knee.

Saints players had just finished practice when they received word of the panel's ruling.

"It's huge," said Saints safety Malcolm Jenkins, a defensive captain. "Those are two huge leaders we've got. They're great players. We've got a talented team, but you add Will Smith and Jonathan Vilma, our talent level goes up that much. For our team, it's a break."

Even if Vilma could not play right away, Jenkins said his presence in the locker room and meetings would be valuable.

At Browns headquarters, linebacker D'Qwell Jackson was sure the 33-year-old Fujita would be able to come back and have an immediate impact.

"I'm confident Scott has been keeping his conditioning up and he knows the system," Jackson said.

"He's got what 12 years in? He'll be fine. If he's able to come back there will be a lot of excitement in this locker room."

Fujita was barred from Cleveland's training facility this week, but he stayed in town and worked out on his own at nearby Baldwin Wallace University in the event the suspension was lifted. Fujita, who serves on the NFLPA's executive committee, had expressed confidence he would be on the field in Week 1.

Hargrove, docked eight games, was released last month by Green Bay and is not currently with a team.

The appeals panel consisted of retired federal Judge Fern Smith of San Francisco, retired federal Judge Richard Howell of New York, and Georgetown professor James Oldham. It met in New York last week to hear arguments from the NFL Players Association, which appealed Burbank's ruling that Goodell had the authority to hear and rule on the players' appeals of their suspensions. NFL attorneys had asked the panel to affirm Burbank's ruling, but the panel sided in large part with the union.

The decision likely means that consolidated federal lawsuits brought against the NFL by Vilma and the NFLPA on behalf of the other three players are likely on hold until Goodell reissues punishment. It also spared U.S. District Judge Ginger Berrigan from having to decide before Sunday on a temporary restraining order requested by the players.

In 2010 and 2011 the Taylor Rozier Hope for a Cure Brain Tumor Foundation hosted benefits. A sold outdinner/dance/auction both years have raised $110,000. One hundred percent of the proceeds were donated to the Pediatric Brain Tumor Foundation and Dr. Josh Rubin?s research lab. Dr. Josh Rubin, pediatric neurooncologist, St. Louis Children?s Hospital, continues working to develop novel therapeutics and translate important lab findings into new clinical trials for children with brain tumors. Your Focus Is Key | Personal Growth and Self Improvement Site

You need a 7 Day BrainwashLately, I have noticed a common theme among many friends, colleagues and associates. It seems we are all struggling with the same issue the ability to stay focused on a single task for a prolonged period of time.

When I recently took a mental inventory of my typical day, I quickly became alarmed by the number of concurrent tasks I found myself working on at any given time. Worse yet, when I examined my results and productivity levels, it was evident that I was struggling to keep up with previous outputs during the earlier phases of my business.

Then I came across an article written by Josh Waitzkin that pinpointed the direct cause of my reduced effectiveness. The article was on a topic he calls the ?Multitasking Virus? as posted on Tim Ferriss? Blog at http://www.fourhourworkweek.com/blog.

In the article, Waitzkin demonstrates the detrimental effects of multi-tasking and makes reference to a recent study at the British Institute of Psychiatry which ? showed that checking your email while performing another creative task decreases your IQ in the moment 10 points. That is the equivalent of not sleeping for 36 hours more than twice the impact of smoking marijuana.?

This was a real eye opener for me! I would have a hard time counting the number of times I had been checking my email throughout any given work day. On more than one occasion, I would completely stop a task (often an important, revenue generating task) to tend to a new email that popped up in my inbox regardless whether it was an important email or not.

When I discovered that this type of distraction was literally decreasing my IQ, I could immediately see certain areas where the quality of my work had been impacted. But it also forced me to stop and think about all of the other distractions that I was allowing (knowingly or unknowingly) to impact my work.

Between news and information websites, email, phone calls, instant messaging and business research, I was probably getting distracted a minimum of 10 times a day! If you think that sounds like a high number, take a few moments right now to mentally review some of your own personal distractions. You will likely notice that they add up pretty quickly! In my case, these distractions would actually make me stop the task at hand and move on to something different. Often, I would move on to something of lower priority but I was unable to recognize this at the time due to the fact that I had been so severely distracted from my previous train of thought.

Like anyone else, I am at my best and produce my most valuable work when I am able to stay focused and concentrated on one item of work. This really applies to any task we perform. If you have ever learned a manual skill like laying a hardwood floor, using a weed remover for your lawn, or even running large stacks of paper through a laminating machine (these all happen to be tasks that I recently performed), you likely noticed a learning curve. At first, you might have felt awkward and you may have even fouled up your first few attempts at the task. Gradually you got the hang of it and developed a rhythm. After a certain period of time, you actually started to master the skill and eventually you were able to do double, triple, quadruple (or even better) your productivity.

The same thing applies to practically everything we do in life. If you want to learn a new skill, the best way to do it is through a complete immersion process. If you want to run a marathon, you focus on running and likely divert from the weight room until after the competition. If you want to learn how to speak Spanish, your best bet is to get into a Spanish class and postpone your French class until you have mastered Spanish. Regardless of what you may be trying to accomplish, you will produce your best results when you are able to consistently focus on the highest priority activities.

When I want to write an article, I remove myself from all distractions. I even remove myself physically from my office and go to the library or another spot where I have no choice but to focus on the task at hand. My local library happens to have neither wireless internet availability nor cell phone reception. This combination makes for the perfect cure to my typical interruptions! I am often able to complete my articles or reports in less than a third of the time it would have taken me had I been working from my office and connected to my world of distractions.

An empowering discovery I have made about utilizing the power of focus is that it becomes increasingly easier to stay focused for longer stretches as you develop the mental discipline. One of the six intellectual faculties of every thinking person is something called ?will?. This is our ability to sustain concentration on one item for an extended period of time. If you think of your ?will? as a mental muscle, you can actually grow and develop this muscle similar to the way you would develop physical muscles at the gym; through frequent exercise.

If you are experiencing problems with productivity, take some time to carefully review the key points of this article. Then, try to determine if and where you are falling victim to distractions. Make a commitment to eliminate these distractions (disconnect from the internet, turn off the cell phone, etc ) so you can begin to practice your focusing exercises. You may want to start with 30 minute blocks. Work on staying 100% present with the task at hand. Monitor your progress. As you feel comfortable and find your rhythm, work on stretching it out to an hour, then two hours and then go beyond if you can.

But don?t forget to listen to your mind and body. Taking breaks is absolutely critical for your long term success. Since I often work from home, I use my breaks to drop all work from my mind and spend quality time with my wife and son. Whatever your situation, make sure you have an outlet to relieve your mind from your work for at least 15 minutes at a time.

Then when you?re ready, go back and continue to strengthen your focusing skills.

Parents' skin cancer concern doesn't keep kids inside

ScienceDaily (Sep. 6, 2012) ? Pick your poison: sun exposure that leads to skin cancer or low physical activity that leads to obesity? In fact, a University of Colorado Cancer Center study published this week in the journal Preventing Chronic Disease shows that parents' concern about skin cancer doesn't make them keep their kids indoors.

"Actually, our hypothesis was the opposite -- that if parents were concerned about skin cancer they wouldn't let their children go out as much," says Alexander Tran, summer fellow working with Lori Crane, PhD, CU Cancer Center investigator and chair of the Department of Community & Behavioral Health at the Colorado School of Public Health.

The study used data from a 999 child cohort of 8 to 9-year-olds from within the group known as the Colorado Kids Sun Care Program, a research program ongoing since 1998. Phone interviews determined parents' level of concern about melanoma, asking questions including "How serious do you think melanoma is?" and "How easy or hard is it for doctors to treat a typical case of melanoma?" Parents were also asked how many hours per day their children spend outside and physical examinations determined kids' body mass indices (BMIs). Tran and Crane controlled for possible confounding factors including race, skin color and socioeconomic status.

"Our new hypothesis is that maybe we had the relationship reversed," Tran says. "Perhaps instead of higher melanoma concern leading to staying inside, it's the parents of kids who spend the most time outside who are most concerned about skin cancer. This is a good finding -- it suggests that children can get plenty of outdoor physical activity and prevent skin cancer by using good sun protection measures such as wearing a hat and shirt, and applying sunscreen."

"Some studies generate more questions than answers," Tran says. Further study within the Colorado Kids Sun Care Program will explore the interrelationships between skin cancer awareness, sun protection behaviors, outdoor play, and obesity.
