FRESNO, Calif. (AP) ? A citrus disease that has killed millions of citrus trees and cost growers billions of dollars across Florida and Brazil has been detected in California, despite the industry's best efforts to keep it at bay.

After a week of testing the U.S. Department of Agriculture confirmed at noon Friday that citrus greening was detected in a lemon-grapefruit hybrid tree in a residential neighborhood of Los Angeles County. Sales and shipments of citrus trees within a 5-mile radius of the tree were due to be suspended Saturday.

The disease stands to threaten not only California's nearly $2 billion citrus industry, but treasured backyard trees scattered throughout the state.

"Huanlongbing is called the world's worst disease of citrus," said Dr. Robert Leavitt of the California Department of Food and Agriculture. "It had been present until now in all of the world's major citrus producing areas ? except California."

The bacterial disease, also known as huanglongbing, is carried by the Asian citrus psyllid and attacks a tree's vascular system, producing bitter fruit and eventually killing the tree. Sap-sucking pysllids that feed on an infected tree become carriers of the disease.

It is not a threat to humans.

"It's disappointing," said Joel Nelson of California Citrus Mutual. "Now we'll see if this great program that we believe we have in place is going to work."

State officials were working on a larger quarantine that would extend into northern Orange County. The closest commercial grove is 14 miles away from the infected tree.

Detection of the disease has been state citrus growers' fear since the bug first crossed into San Diego County from Mexico in 2008, potentially threatening California's fresh citrus market. Despite 25 years of worldwide research, there still are no biological or genetic controls for the disease that keeps fruit from ripening.

The disease is present in Mexico and across the southern U.S., but nowhere is the problem more severe than in Florida, where the disease first appeared in 2005. The University of Florida estimates it has cost 6,600 jobs, $1.3 billion in lost revenue to growers and $3.6 billion in lost economic activity.

The pest and the disease also are present in Texas, Louisiana, Georgia and South Carolina. The states of Arizona, Mississippi and Alabama have detected the pest but not the disease.

California growers and state agricultural officials have been aggressively trapping and testing bugs for the disease since the first sighting four years ago.

"This is the other shoe dropping," said Ted Batkin of the California Citrus Research Board. "We're prepared, and now we'll put our game face on."

The industry group will ramp up trapping efforts and increase testing samples in an effort to keep the disease from crossing into the San Joaquin Valley, where 80 percent of the state's citrus grows. California growers have been contributing $15 million a year to fund efforts to fight both the psyllids and the disease on top of state and federal programs to fight its spread.

"We've been fortunate that we have been able to learn from the experiences of other citrus-growing areas of the world," Leavitt said. "They didn't know they had the psyllid or the disease until it was too late. We have learned from their scientists and have taken a proactive approach."

State officials are making arrangements to remove and dispose of the Los Angeles County tree, which so far is the only one found to be infected. They also will spray all citrus trees for psyllids within a half-mile of the infected tree. Testing on tissue samples from other trees within the half-mile radius is ongoing.

State officials are unsure why Los Angeles County has a higher rate of psyllid infestations than areas closer to the Mexican border. But officials are investigating whether the bugs are hitchhiking through airports and seaports.

The enterprise was owned by the government until 1968 when it shifted to a private shareholder-owned enterprise. For the next 39 years, the company prospered and offered additional programs to help Americans achieve their dream of homeownership.

In 2007, Fannie Mae was nearly decimated by the abundance of foreclosures that erupted from subprime lending practices. Stuck with high gas prices, drivers just pump less

Americans have pumped less gas every week for the past year.

During those 52 weeks, gasoline consumption dropped by 4.2 billion gallons, or 3 percent, according to MasterCard SpendingPulse. The decline is the longest since a 51-week period during the recession.

The main reason: higher gas prices. The national average for a gallon of gas is $3.88, the highest ever for this time of year, and experts say it could be $4.25 by late April. As a result, Americans are taking fewer trips to restaurants and shopping malls. When they take a vacation, they're staying closer to home.

But the decline in gas consumption is also a sign that efforts to push car makers to produce vehicles with better gas mileage are paying off. The average new car now gets nearly 24 miles to the gallon, compared with about 20 mpg just four years ago, according to the University of Michigan Transportation Research Institute.

"I'd expect to see lower gasoline consumption for several years to come," Rice University energy expert Ken Medlock says.

Americans have cut back on fill-ups for extended periods before. In 2008, gas spiked from $3.04 to $4.11 per gallon in seven months. It wasn't until January 2009, when the national average for gas had dropped to $1.86 that consumption increased. Drivers bought more gasoline for 23 weeks in a row.

"The spike in 2008 was a real shock to the system," Medlock says. "There's still a residual impact on people's driving behavior."

There were other stretches of reduced gas use, notably two into the 1970's and one in the early 1980's. But in those cases, Americans eventually went back to driving big cars and trucks that guzzled gas.

This time may be different. Medlock thinks economic growth will be too modest and gas prices will stay too high for Americans to start driving more anytime soon. Economists expect the U.S. economy to grow 2.5 percent in 2012. The government estimates that gas will average a record $3.79 per gallon for the year.

John Gamel, who oversees MasterCard SpendingPulse's weekly consumption report, points to rising sales of fuel-efficient vehicles.

"People have gotten used to elevated prices and they've made their long-term purchases," Gamel says. "They're going to be using less fuel."

Consumers now care more if a car gets good gas mileage than if it's reliable, stylish or comes with a great deal, according to a survey of more than 24,000 new-vehicle owners taken last summer and fall by J.D. Power and Associates. That wasn't the case in the nine previous years that J.D. Power conducted the survey.

Automakers have listened to consumers, and responded to stricter government fuel economy requirements. They've improved engines and transmissions so cars burn less fuel. They've also made cars more aerodynamic, boosting mileage by cutting wind drag. The government is gradually increasing gas mileage requirements so that by 2025, cars and trucks will have to average 54.5 mpg.

Between February 2011 and February 2012, the combined city-highway mileage of a new vehicle sold in the U.S rose to 23.7 mpg from 22.7. Better gas mileage has a huge impact on the overall economy. At $3.86 per gallon, U.S. drivers would save $35.8 billion per year with a 1 mpg improvement for the entire fleet of cars, trucks and buses, according to Michael Sivak, a research professor with the University of Michigan Transportation Research Institute.

Consumers would appreciate the help. The rise in gas prices has been so steep that they're still spending more on gas than a year ago despite using less.

Gasoline prices rose by 24 percent in the last 52 weeks, according to auto club AAA, Wright Express and Oil Price Information Service. MasterCard, which collects purchase receipts from more than 100,000 service stations around the country, said spending on gas rose by 20 percent during the period.

In 2011, Americans spent 8.4 percent of their household income on gasoline, or about $4,155, compared with 6.7 percent in 2010, according to experts at OPIS.

W.M. Lewis, a general contractor in Anchorage, Alaska, says he is spending as much as $150 a week on gas. He's consolidating his errands, but still limiting his driving because fuel keeps getting more expensive.

"It's changing everybody's plans," he says. "You have less money to spend."

Behind all this is the high price of oil. Brent crude, which is used to price most of the oil used to make gasoline at many U.S. coastal refineries, has jumped by 16 percent this year to more than $124 per barrel. Benchmark U.S. crude has risen 9 percent this year to more than $107 per barrel.

Increased gas use by the growing number of drivers in China and other developing nations more than makes up for the drop in the U.S. That contributes to an increase in global demand for oil, which in turn pushes the price higher. Fear of a disruption to oil supplies from the Middle East also is keeping oil prices at lofty levels.

RUSTON, La. Dr. David Mills, professor of biological sciences and faculty in the Center for Biomedical Engineering and Rehabilitation Science at Louisiana Tech University, has been appointed as a 'Primary Reviewer' for the Next Generation U.S. Science Standards for Today's Students and Tomorrow's Workforce.

Mills will work with state and national leaders in a collaborative, state-led process as new K-12 science standards are developed to be rich in content and practice, arranged in a coherent manner across disciplines and grades, and will provide all students an internationally benchmarked science education. The first public draft will be released in April for public review.

The National Research Council, the National Science Teachers Association, the American Association for the Advancement of Science, and Achieve are the lead partners in the two-part process to develop the Next Generation Science Standards.

"This is a critical undertaking and I am greatly honored to assist in developing America's Next Generation Science Standards," said Mills. "We have a great challenge ahead of us as the U.S. system of science and mathematics education is performing far below par. If left unattended, it will leave millions of young Americans unprepared to succeed in a global economy."

It has been 15 years since science standards have been comprehensively reviewed. The National Research Council's National Science Education Standards and the American Association for the Advancement of Science's Benchmarks for Science Literacy, while critical to the field for the past 15 years, do not reflect the changes we have experienced in society or science, such as the availability of the internet, access to cell phones, and even the changes within science such as the emergence of biotechnology and changes of how we see our own solar system (for example, Pluto).

The U.S. ranked 14th in reading, 17th in science and 25th in mathematics on the 2009 Program for International Student Assessment (PISA). Less than ten percent of U.S. students scored at one of the top two of six performance levels.

"This is a time for change and to set standards that increase America's competitive edge, provides the essential preparation for all careers in a modern workforce and provides scientific and technological literacy for all students," Mills said.

The United States is 12th in high school graduation rate among the 36 Organization for Economic Co-operation and Development (OECD) countries for which data is available. Over one-third of eighth-graders scored below basic on the 2009 NAEP Science assessment and 78 percent of high school graduates do not meet the readiness benchmark levels for one or more entry level college courses in mathematics, science, reading and English.

• That?s Easy for You to Say! ? Public Speaking 102

In our last posting we emphasized the importance of excellent content, good organization and sound evidence in delivering an effective presentation. But, it likely left you wondering: ?What about the zazzle? The flash? The sparkle?

There are several aspects of speechmaking that we neglected in our first posting ? and a good deal of them have to do with adding pizazz! It?s all well and good for your speech to be rhetorically sound, grounded in logic, and well supported by research. But, speaking with passion, grace and fire is another thing altogether. Where?s the sizzle? What are you doing to wow the crowd?

As a general rule, the only way to guarantee that your audience is awake and engaged is to care about what you are saying. The sum total of every trick in the book will not match the simple purity of someone who?s excited about his or her subject. I?m willing to make the following wager at any time, anywhere. I will bet that your best, most technologically advanced, media-riffic presentation cannot beat a passionate Evolutionary with pen and poster paper. You can make your presentation inside an inflatable dome screen wearing LED clothing and swinging a light saber, and an Evolutionary Communicator ?will give a better speech with cue cards on an easel in a bare room with one light bulb. This is because when an Evolutionary gets up to speak, they have something to say. They are not shy about having a message to deliver. And they care about that message, the positive impact it could have on the audience and its potential to change the world. Their motive for speaking is the secret sauce.

However, since no one ever seems to believe us when we say that, we feel compelled to offer advice on some of the more prevalent presentation technologies, and suggest a right and wrong way to utilize each of them.

There is no greater sin than the misuse of PowerPoint. Books have been written on the subject. Some are even good. The abuse of PowerPoint is so prevalent, so pervasive, that it has moved beyond jokes about slides to the whole notion of slides being a joke. This is the sad legacy of horrible talks that relied too much on PowerPoint, created massive slide overload, positioned the presenter with his or her back to the audience so that (s)he could read the slides aloud, and other travesties of justice that remain unpunished. PowerPoint is novice speaker Kryptonite, and the sooner you reconcile your own account vis. misuse of slides, the sooner you will see an improvement in your presentations.

Here?s the thing: the more you obligate your audience to read, the less attention they will pay to what you?re saying. And, if the things they?re reading and the things you?re saying are the same thing, why are you there? Rather than stuff your slides full of content, you want to stuff them full of evocative echoes of your content, or the key points of your speech. Your tool use will improve a great deal if you maintain the mindset that slides embellish, rather than define, your speech.

Like pop culture references and California chardonnay, embellishment is best when it is kept within contemporary limits of taste. Americans, as a rule, are PowerPoint Victorians: if we can stick another embossed roof tile into the corner of the slide, we absolutely will. This is a habit that must stop. The best slides can convey powerful messages:

• Without saying anything
• With little or no recourse to animation
• With a single picture
• With a simple chart or graph
• By being blank (i.e. by focusing attention back to the speaker)
• With a single word

This is not to say that some slides aren?t better with more content than the above list ? only to emphasize that the best presentations do not allow the audience to lose themselves in the slide unless that ?loss? of attention is in fact a deepening of attention, calculated, planned, and executed through the visual medium as a complement to speech.

There is no higher calling than hacking slides to pieces for being wordy, for not adding value, for pulling you off-message, or pulling your audience away from the message. Be merciless. On average, an Evolutionary Communicator?s keynote will use 9-17 slides. We have clients who bring us 80-slide decks for a twenty minute speech (well, maybe only 72). If you?ve ever been in the audience for either speech, we?re pretty sure we know which one you like best.

Teleprompters

Depending on the size and import of your speech, you may be using a teleprompter. If you are, it?s something that takes some getting used to. Your formal rehearsal will probably be the first time you see it in action, and you?ll need to take some time to calibrate it to your speaking rhythm, pauses, and so forth. Ideally, you?ll have someone working the teleprompter for you so that they can adjust on the fly.

The most important thing to remember about teleprompters is that staring into the middle distance is no better than staring down at your notes. Substantial portions of your speech will be memorized, and for the rest, you?ll need to practice using your peripheral vision to track where you are in your speech as you continue to talk to the audience. If it?s distracting or annoying, don?t use it. If people insist, use it and then ignore it.

Handouts, Follow-Alongs, and other Paper

Even worse than presentation slides that don?t hew to the message are handouts that commit such sins. Now, not only is your audience being pulled off message, they?re ignoring you and staring at their laps. Nothing kills a room faster than giving someone something to read while you talk. You want eyes front, engaged listeners, action in the room when you ask the audience a question or seek comments. Handouts necessarily work against audience behaviors that keep them in your pocket. Sometimes it is inevitable that you will have some paper involved (in a meeting of executives, for example, or less formal presentation environments where you?re one of a variety of items on the agenda). However, that?s not an excuse to bury your audience in paper.

We are frequently asked for our slides before our presentations, so that some helpful minion can print them out and distribute them to the audience, with handy ruled lines next to each slide. Seems okay, right? People can write notes next to the thing that sparked the thought. These requests are increasingly common, and sometimes speakers even offer up their slides before being asked. Nonetheless, we invariably refuse, sometimes against a rising tide of dismay and panic. ?Here?s why.

If ever there were a way to destroy your link with the audience, it would be to allow them to read ahead. Consider ? who doesn?t want to see what?s coming next? But the difference between providing the scaffolding from the stage and providing it on paper is gigantic. You cede control when you hand out a paper outline. Your audience decides where to go next, not you.

To borrow from Winston Churchill,

Never give [your slides]. Never give [an outline]. Never, never, never, never?in nothing, great or small, large or petty?never give in, except to convictions of honor and good sense [and even then, don?t provide handouts 90% of the time]. Never yield to force. Never yield to the apparently overwhelming might of the [client].

One last reason to avoid handouts or follow-along slide pages is that it gives you fewer things to worry about. If you simply never give your slides, then you don?t have to worry about last-minute changes to your content. If your slides are not front and center in your mind all the time, you?re more likely to focus on message, presentation dynamics, and keeping your audience on the edge of their seats with nothing more than the dulcet tones of your fabulous voice!
