Pope washes feet of young detainees in ritual

In this photo provided by the Vatican newspaper L'Osservatore Romano, Pope Francis washes the foot of an inmate at the juvenile detention center of Casal del Marmo, Rome, Thursday, March 28, 2013. Francis washed the feet of a dozen inmates at a juvenile detention center in a Holy Thursday ritual that he celebrated for years as archbishop and is continuing now that he is pope. Two of the 12 were young women, an unusual choice given that the rite re-enacts Jesus' washing of the feet of his male disciples. The Mass was held in the Casal del Marmo facility in Rome, where 46 young men and women currently are detained. Many of them are Gypsies or North African migrants, and the Vatican said the 12 selected for the rite weren't necessarily Catholic. (AP Photo/L'Osservatore Romano, ho)

(AP) ? Pope Francis washed and kissed the feet of a dozen inmates at a juvenile detention center in a Holy Thursday ritual that he celebrated for years as archbishop and is continuing now that he is pope. Two of the 12 were young women, a remarkable choice given that the rite re-enacts Jesus' washing of the feet of his male disciples.

The Mass was held in the Casal del Marmo facility in Rome, where 46 young men and women currently are detained. Many of them are Gypsies or North African migrants, and the 12 selected for the foot-washing rite included Orthodox and Muslim detainees as well, news reports said.

Because the inmates were mostly minors ? the facility houses inmates aged 14-to-21 ? the Vatican and Italian Justice Ministry limited media access inside. But Vatican Radio carried the Mass live, and Francis told the detainees that Jesus washed the feet of his disciples on the eve of his crucifixion in a gesture of love and service.

"This is a symbol, it is a sign ? washing your feet means I am at your service," Francis told the youngsters. "Help one another. This is what Jesus teaches us. This is what I do. And I do it with my heart. I do this with my heart because it is my duty, as a priest and bishop I must be at your service."

Later, the Vatican released a limited video of the ritual, showing Francis washing black feet, white feet, male feet, female feet and even a foot with tattoos. Kneeling on the stone floor as the 12 youngsters sat above him, the 76-year-old Francis poured water from a silver chalice over each foot, dried it with a simple cotton towel and then bent over to kiss each one.

As archbishop of Buenos Aires, the former Cardinal Jorge Mario Bergoglio would celebrate the ritual foot-washing in jails, hospitals or hospices ? part of his ministry to the poorest and most marginalized of society. It's a message that he is continuing now that he is pope, saying he wants a church "for the poor."

Previous popes would carry out the foot-washing ritual on Holy Thursday in Rome's grand St. John Lateran basilica and the 12 people chosen for the ritual would always be priests to represent the 12 disciples.

That Francis would include women in this re-enactment is noteworthy given the insistence of some in the church that the ritual be reserved for men only: The argument is that Jesus' disciples were all male, and the Catholic priesthood that evolved from the original 12 disciples is restricted to men.

"The pope's washing the feet of women is hugely significant because including women in this part of the Holy Thursday Mass has been frowned on ? and even banned ? in some dioceses," said the Rev. James Martin, a Jesuit priest and author of "The Jesuit Guide."

"It shows the all-embracing love of Christ, who ministered to all he met: man or woman, slave or free, Jew or Gentile," he said.

After the Mass, Francis greeted each of the inmates and gave each one an Easter egg.

"Don't lose hope," he said. "Understand? With hope you can always go on."

Italian Justice Minister Paola Severino, who has made easing Italy's woefully overcrowded prisons a priority, attended the Mass.

Demi Lovato returning as 'X Factor' judge

By Rebecca Ford, Sophie Schillaci , The Hollywood Reporter

Amid a major judges overhaul for season three of "The X Factor," there will be at least two familiar faces looking back at the contestants -- one of them smiling.

In addition to "X Factor" mastermind Simon Cowell, Demi Lovato will be back in a judge's chair for the third season of the Fox series.

PHOTOS: 'The X Factor' Finale in Pictures: A Country King, a Teen Diva and a Girl Group

The pop singer, who joined the singing competition in its second season, was the youngest judge on the show and mentor to the Young Adults category.

"I am so excited to return as a judge and mentor on 'The X Factor,'" said Lovato. "Last season was an unbelievable experience and I really enjoyed developing personal relationships with the contestants and the panel. I look forward to taking my previous experience and applying it to make this season even better."

Season three of "X Factor" began the first round of auditions on March 6 in Los Angeles. So far, replacements have not been named for exiting judges L.A. Reid and Britney Spears, nor have co-hosts Mario Lopez and Khloe Kardashian been confirmed to return. Open auditions for season three continue in New Orleans on April 14, followed by Long Island, N.Y., on April 25 and Denver, Colo., on May 14.

"I couldn?t be happier that Demi wants to come back this year," said executive producer Cowell in a statement. "She?s a superstar in her own right and was a fantastic mentor last year. Even though she can be really, really annoying -- I truly enjoyed working with her and so did the artists. I'm especially pleased she?s back even during her world tour!"

Lovato has had a busy 2013 already. The first single off her currently untitled fourth studio album, "Heart Attack," debuted at No. 1 on the iTunes chart in 18 countries (including the U.S.) and No. 12 on the Billboard Hot 100 chart (the second-best Billboard debut of the year).

'X Factor': Melanie Amaro's Debut Still in Limbo as Tate Stevens, Emblem3 Release New Music

Though Lovato was the first mentor knocked out of the competition, with all four of her acts sent home early, she was a hit with audiences. Even in studio tapings, the former Disney star was the subject of constant and deafening screams, and countless signs. Her fanatical followers stayed glued to Lovato?s every move and offered words of praise and encouragement via social media, making her one of the most obvious fan favorites on the panel.

Earlier this month, during an appearance on Ryan Seacrest's radio show, Cowell confessed that he hoped Lovato would return to the series. "We?d be crazy not to have her back," he said, adding that "I liked having Demi on the show" and that "she?s fun to work with."

Short OR Long posts? Which one to choose? - Blogging Tips

Many people like Brian Clark, Darren Rowse and Seth Godin had built their empire online writing small posts. Maybe they don?t do it now. But they built their multi six figure business online.

On the other hand, people like Glen Allsopp, Onibalusi, built their business online writing long posts. Sometimes they write more than 4000 words for just one post.

So which type should you write? This is all what the post is about.

So Continue Reading.

Short Posts:

Short posts are posts which are less than 500 words. Sometimes it?s 200 words.

Here are the advantages of short posts:

1- Easy to write:

The best thing about short posts is that they are easy to write. You can write multiple short posts a day or at least one. Give your readers a lot of content and then gain the benefits.

2- You go to the point directly without fluff words:

This is another thing about short posts. You can give your readers a lot of tips in just 500 words and by this way you don?t waste their time. ?And they will love your content and come for the good tips.

Disadvantages:

Most of them are ignored after short time:

As they are easy to create, they are easy to ignore. Most of the old posts on the internet are ignored. Do you ever hear about any short post written from a year.

This rarly happens.

Long Posts:

Long posts are the currency of the web nowadays. They are posts that have more than 2000+ words, sometimes 4000 words.

Whenver you go and check any of GLen Allsopp posts or Jon Morrow?s posts, You will find that they are very long and you get a lot of information from it.

Here?s why Long posts are used nowadays:

1- They offer high value:

Usually, long posts contains a lot of information. You can cover everything about one topic and make it all in one resource page that people will come to check again and again over time.

2- They attracts links, shares, traffic and most importantly more subscribers:

Another great advantage and the most important advantage of writing long posts is that they are great for attracting high quality links from big blogs. You can also get hundreds if not thousands of likes, tweets and +1s from big influencers.

All this will get you a lot of visitors. Those visitors can be subscribers who you can build relationship with and then get more money.

Did you see how it?s great to write high quality long posts.

Disadvantages:

  • It needs a lot of time to prepare
  • You can be bored and so you readers will.

So which one should you choose?

You should continue writing when you can continue providing great value. Giving a lot of fluff can ruin your repitition.

However, I recommend writing long posts. You can?t be noticed nowadays with small posts.

Yes, they are easy to create.

Yes, they have value that people will love.

But with over 175 million blogs nowadays, you can?t be noticed with small posts.

This is one of the new Blogging Rules that you should follow.

So I recommend you to write even one post every 2 weeks but offer high value and then kick your ass to promote it.

China jails 20 on jihad, separatism charges in restive Xinjiang

BEIJING (Reuters) - Chinese courts have sentenced 20 people to up to life in jail on charges of separatism and plotting to carry out jihad in the restive far western region of Xinjiang, the government said on Wednesday.

The courts in Kashgar and Bayingol said the 20 - all ethnic Uighurs judging by their names - had had their "thoughts poisoned by religious extremism", and used cell phones and DVDs "to spread Muslim religious propaganda", the Xinjiang government said on its official news website (www.ts.cn).

Some of them bought weapons to kill policemen as part of their jihad and spread propaganda related to the banned East Turkestan Islamic Movement, the report said, a group which China says wages a violent campaign for a separate state.

Many Uighurs, a Turkic-speaking Muslim people native to Xinjiang, chafe at Chinese controls on their religion, language and culture.

China has blamed violence in energy-rich Xinjiang - strategically located on the borders of Afghanistan, Pakistan, India and Central Asia - on Islamic separatists who want to establish an independent East Turkestan.

Some Chinese officials have also blamed attacks on Muslim militants trained in Pakistan. But many rights groups say China overstates the threat to justify its tight grip on the region.

Dilxat Raxit, spokesman for the exiled World Uyghur Congress, said the 20 were actually guilty of no more than listening to the U.S.-funded Radio Free Asia and using the internet to discuss the importance of religious and cultural freedom.

"Giving heavy sentences to Uighurs (on the excuse) of terrorism is China's special way of carrying out suppression," he said in an emailed statement.

In December, a Xinjiang court sentenced three men to death and another to life in prison for attempting to hijack an aircraft in June.

Analysis: Budget balance is in eye of the beholder

WASHINGTON (AP) -- When it comes to budgets, balance is in the eye of the congressional beholder.

To House Republicans, it means a balanced budget in a decade, achieved by $4.6 trillion in spending cuts and without any tax increases.

To Senate Democrats, it means a balanced plan, about $975 billion in higher taxes and a spending reduction of about $875 billion, not counting cancellation of $1.2 trillion in existing across-the-board-cuts.

That makes the two plans polar opposites as President Barack Obama and the two political parties begin maneuvering toward yet another round of deficit-reduction negotiations.

"Ultimately the key to this lock is in their (Republican) hands and they've got to decide if they want to turn it, and that means taking a balanced approach," said Rep. Chris Van Hollen, a Maryland Democrat who is his party's chief budget strategist in the House.

Across the Capitol, Senate Republican leader Mitch McConnell of Kentucky offered a rebuttal.

He said that under the plan Democrats favor, "We won't get more jobs or a better economy or sensible reforms to prevent Medicare or Social Security from going bankrupt. And we certainly won't get a balanced budget."

Even with the deep differences between the two parties, there's plenty of time before the next make-or-break moment in divided-government's pursuit of lower deficits.

That won't come until late July, when Obama probably will be forced to ask Congress for an increase in borrowing authority so the Treasury can finance the nation's $16 trillion national debt. Republicans have said they will use the request as leverage to gain concessions on spending cuts in Medicare and other benefit programs.

"Going back to the 1950s, debt ceiling requests of presidents have been used to bring about major changes, Gramm-Rudman, the Congressional Review Act, the 1997 Clinton-Republican Congress deficit reduction package, the Budget Control Act," McConnell said, summoning the ghosts of budget compromises past.

"All of those came in the context of the budget ? of the request of the president to raise the debt ceiling," he said.

Well before then, on April 8 in fact, Obama will present a budget of his own. It is long overdue, to the disappointment of Republicans who had hoped to make it an object of ridicule in the just-completed budget debates in the House and Senate.

It gives Obama the chance to align himself entirely with his Democratic allies, or possibly to edge away when it comes to government benefit programs that have largely escaped cuts in earlier compromises.

Republicans will watch to see what steps, if any, the White House is willing to recommend to slow the growth of Medicare or perhaps Social Security.

Given Obama's recent series of meetings with Republicans, some GOP lawmakers say privately it would be a positive sign for him to include a proposal curtailing the rise in cost of living increases in benefit programs.

It's a change he has supported since his aborted deficit-reduction negotiations with House Speaker John Boehner, R-Ohio, nearly two years ago. But many Democrats in Congress oppose it and the administration has never included it in its budget.

Republicans also are hoping Obama will back steps to slow the long-term growth in Medicare, even if they phase in gradually and produce relatively little deficit savings in the next decade.

The president's 2013 budget called for $305 billion in Medicare savings, but only a fraction of that would come directly from patients or seem likely to change the demand for care.

In his State of the Union address in February, the president said he would change "the way our government pays for Medicare, because our medical bills shouldn't be based on the number of tests ordered or days spent in the hospital ? they should be based on the quality of care that our seniors receive."

Considerably more sensitive is a suggested increase in the age of eligibility for Medicare.

During the recent round of meetings, Republicans asked Obama if he would support it, and he sidestepped, according to officials who spoke on condition of anonymity because they were discussing private conversations.

It's another idea that the president supported once before, when he was negotiating with Boehner, and one that many congressional Democrats oppose strenuously.

House Democratic leader Nancy Pelosi of California, who says she is "agnostic" on a change in the cost of living formula, recently wrote that an increase in the Medicare eligibility age above 65 is "a reflection of the broader Republican plan: an assault on the middle class, seniors and our future."

On the other side of the divide, Obama and Democrats want Republicans to agree to higher taxes as part of any deal that wrings savings from Medicare. That was a tough sell before Jan. 1, the date Congress raised rates on upper-income taxpayers with votes of some Republicans and the acquiescence of others.

It will be an even tougher one now.

"Taking more money from hard-working families to fuel more spending in Washington is not going to solve our budget crisis," Wisconsin Rep. Paul Ryan told the House recently as he advocated for the Republican budget that he wrote.

This time, Rep. James Clyburn of South Carolina provided the Democratic rebuttal.

"There are many words that can be used to describe the Ryan budget," he told the House. "But the one word that cannot be used is 'balanced.'"

Google Says No To Phone Numbers In PPC Ads ... - Deon Designs

You may have missed Google?s quiet and brief announcement that starting in April, AdWords ads with phone numbers in the text will be disapproved. Advertisers who want to display phone numbers will have to use the call extensions Google Logo - Stockfeature instead.

Google states in the announcement, ?We are making this change to foster a safer, more consistent user experience across desktop, tablet, and mobile devices.? As others have stated, what this change really does is allow Google to charge for mobile ad engagements as part of its transition to enhanced campaigns.

With call extensions, advertisers are charged regular click fees when users click on the ?Call? button in their ads. The ?Call? button is only displayed on smartphones and can be seen on Google.com search, Voice search, Google Mobile App or Google Maps for Mobile. On desktops, laptops and tablets, ads appear with a phone number that is not clickable.

Here?s a look at how call extensions are handled differently on desktop and smartphone:

There are obvious consequences here. Advertisers, particularly small businesses, will need to consider call extensions when setting their PPC budgets. In addition, in order for call extensions to show ?your ad group will have to receive a minimum number of clicks ? and a minimum number of calls to show a Google forwarding number?.

One subtly to note is if you have location extensions and call extensions enabled for the same ad, customers near your business will see the address of your business as listed in the location extension, and the clickable phone number as listed in the call extension. The implication seems to be that just one extension will show.

Curiously, as a tip, Google says, ?Call extensions are best for you if you have a national service center, or if your business isn?t tied to a specific physical location.? We?re awaiting clarification on what these statements mean for local businesses. In the meantime, prepare to remove phone numbers from your text ads by April Fools Day.

Wine to drink with dark chocolate | It's Not F***ing Rocket Science

cafe cabernetEaster is on the horizon which for many people means time to gorge on as many chocolate Easter eggs as possible. It?s always at Easter time that I really miss Woolworths, well Easter and the beginning of September, three things Woolies were ace at: back to school stationary, pick n? mix and Easter eggs, their Easter egg aisles seemed to go on forever?

Wine and chocolate matching divides many people, there is so much snobbery about wine but like any 2 ingredients that vary so much in flavour there are good pairings and bad. When I received an email asking me if I?d like to try out a wine created with the intention of being matched with chocolate my interest was definitely peaked. Linton Park Wines are the team behind the South African Caf? Cabernet, they set about creating a wine specifically to match well with very dark, bitter high cocoa (70% and above) chocolate and you know what, it?s a good pairing. The wine arrived in a gorgeous box with a bar of 70% cocoa solids dark chocolate that had been blended in Belgium. The matt black bottle was pretty striking and even elicited a ?nice bottle? from my wine hating boyfriend Glen, which definitely took me by surprise.

cafe cabernet

I love my reds to be so dark and concentrated that you can?t see light through the glass ? the big hitters that reek of tobacco and stain your lips like you?ve been blackberry picking after just one sip. ?I also like a really gentle hint of sweetness in there but the general rule of thumb is not to drink a wine thats sweeter than your chocolate, so this dark, brooding cabernet needed to be dry as a bone to compliment the bitter dark chocolate that I was nibbling on, and dry it was.

This is definitely a food pairing wine for me. When food and drink pairs well their sum is so much greater than its parts. Alone the wine, although having plenty of blackcurrant fruit and mocha spice that I love was just too dry for me to drink alone but paired with the bitter dark chocolate it became a much happier, smoother, well rounded creature all together, think really well made Italian espresso. In the name of science I decided to test the wine with a different chocolate and the dark chocolate with a different red?

cafe cabernet

Science in action?.

Paired with a sweeter, creamier chocolate it?s a terrible clash, this baby needs the high cocoa bitterness to really shine, the touch of sweetness the bitter chocolate brings completes the pairing. Likewise the bitter chocolate when eaten with a sweeter, jammy Malbec was just plain wrong, the chocolate needs the dry cabernet, it really was quite striking how different the 2 wines were with the same chocolate. The sweeter chocolate and Malbec were equally brilliant together also which goes to show all those people who exclaim that you can?t pair wine and chocolate just haven?t paired the right ones.

Dark, bitter, high cocoa solids chocolate is said to be good for you?as is?a glass of good red wine (unless of course you read the Daily Mail which basically insists EVERYTHING gives you cancer, seriously stop reading that paper, you will feel all the better for it). When you find a happy couple that compliment each other then surely your entitled to call it medicinal to enjoy a few nibbles and sups?.. *doctor face*

Cafe Cabernet also turned out to be a bloody brilliant match with our dinner that night, I?d made a spicy, tomato based creole chicken curry, not an easy wine match but Caf? Cabernet stepped up and nailed it, more plus points.

When it comes wine I very rarely buy one that needs to be drank alongside anything more than a cigarette but you know what, I?d definitely make an exception for this one as it gives me the perfect excuse to indulge in some really good chocolate too :)

You can pick up a bottle for ?8.98 from The Drink Shop.

Iran vows to level Tel Aviv if Israel attacks

TEHRAN, Iran (AP) ? Iran says if it's attacked by Israel, it will annihilate Tel Aviv and Haifa.

Iran's Supreme Leader Ayatollah Ali Khamenei, who has final say on all key decisions in Iran, says Israel is too small to be called an enemy, and that the United States is the "center of animosity" toward the Islamic republic.

He made the comments in speech on Thursday to a crowd in northeastern Iran on the first day of the new Persian calendar year. His speech in the city of Mashhad was broadcast live on state radio.

Israel, which is believed to have the only nuclear weapons arsenal in the Mideast, has threated to take military action against Iran if diplomacy fails to stop Iran's alleged nuclear weapons program.

Iran says its nuclear program is peaceful.

Challenge to Australian prime minister evaporates

CANBERRA, Australia (AP) ? Australia's deeply unpopular government further damaged its public image Thursday with a bizarre internal power struggle in which the prime minister was forced to open her job to challengers only to find that no one from her party was willing to run against her.

The unprecedented spectacle of a leadership ballot without a challenger adds to the perception of dysfunction and turmoil that taints Prime Minister Julia Gillard's party and is likely to harm its already dismal chance of holding onto power at national elections in September.

Kevin Rudd, the prime minister whom Gillard ousted in an internal party coup in 2010, had been expected to attempt to replace her. For weeks, his backers had been frenetically recruiting Gillard loyalists who are becoming increasing spooked by the center-left Labor Party's dismal performance in opinion polls this year.

But Rudd made a surprising 11th-hour announcement that he would not attempt to return to the premiership by running for the party's top job, a likely sign that he wasn't certain he could unseat Gillard despite her unpopularity.

Following the vote, Gillard declared that the meeting of Labor lawmakers had settled the cloud over her leadership for good.

"Today the leadership of our political party, the Labor Party, has been settled and settled in the most conclusive fashion possible. The whole business is completely at an end. It has ended now," she said.

She said she was "grateful to my colleagues for their continuing support."

Senior minister Simon Crean brought the leadership unrest to a head earlier Thursday by calling on his government colleagues to sign a petition to force a leadership vote if Gillard refused to call one. Such a petition would have needed the signatures of one-third of government lawmakers.

Crean ? a former Labor leader who served in Gillard's government as minister for the arts, regional Australia, regional development and local government ? said he wanted to be deputy leader and called on Rudd to challenge for the top post.

Gillard removed Crean from her Cabinet before the meeting.

Junior minister Richard Marles, who publically backed Rudd, resigned late Thursday from his portfolios of foreign and Pacific Island affairs.

Part of Rudd's appeal is opinion polling that shows he would be a far more popular among the public than Gillard. But several of his colleagues complain that he is chaotic, dysfunctional and abusive to work with.

Rudd led Labor to victory at elections in 2007 before being deposed three years later in the internal coup. He challenged Gillard last year and was roundly defeated in a ballot of Labor lawmakers, but recent reports suggested he now had stronger support.

"Kevin Rudd in my view has no alternative but to stand for the leadership," Crean told reporters before the meeting.

"He can't continue to play the game that says he's reluctant or he has to be drafted," he said.

Defense Minister Stephen Smith, a Gillard supporter, said other senior government figures who had publically urged a Rudd challenge need to "consider their positions," a suggestion that they should be demoted.

A change of leader could have brought down Labor's fragile minority government. A key independent lawmaker upon whom Labor relies to command a majority in the House of Representatives had warned that he might not support a government led by Rudd.

The ballot ended a tumultuous week for the government in which it was forced by lack of support to withdraw bills that that would have increased media regulation.

Starting Friday, Parliament will take a seven week break before Deputy Prime Minister and Treasurer Wayne Swan outlines his budget plans for the next fiscal year on May 14.

House averts government shutdown, backs Ryan budget

By David Lawder

WASHINGTON (Reuters) - The House of Representatives eliminated the threat of a government shutdown next week, approving on Thursday a stop-gap funding bill that temporarily eases partisan tensions after months of bitter fights over budgets.

In a rare show of cooperation, the Republican-controlled House voted 318-109 to approve legislation that keeps government agencies and programs funded through the end of the fiscal year on September 30.

The debate over how to shrink deficits now shifts to rival budget plans from Republicans and Democrats for the 2014 fiscal year starting on October 1.

Just before the government funding vote, the House passed Representative Paul Ryan's plan to balance the budget in 10 years through deep cuts to healthcare and social programs while lowering tax rates.

Senate Democrats' plan, which raises tax revenue and calls for more modest cuts to aid job growth, is expected to pass in the Senate on Friday.

While the two parties' blueprints are vastly different, lawmakers were encouraged by bipartisan cooperation shown in avoiding a damaging government shutdown.

Both parties have been chastened by bruising budget fights like the "fiscal cliff" negotiations that went down to the wire in January, and the failure by Congress and the White House to halt the automatic spending cuts triggered on March 1.

"We proved that when we set our mind to it, we can get complicated, hard things done," said House Appropriations Committee chairman Harold Rogers, a Kentucky Republican.

But another showdown looms this summer over raising the federal debt limit.

House Speaker John Boehner said he would use the next debt limit increase deadline - likely in late July or early August - to demand more spending cuts and major changes to the federal healthcare and retirement programs.

'DOLLAR FOR DOLLAR'

He wants any increase in the federal borrowing cap to be matched by an equal amount of spending cuts, setting up potential repeat of the 2011 debt-limit brawl that cost the United States its top-tier credit rating.

"Dollar for dollar is the plan," Boehner told reporters after the House votes.

Republicans chose not to use the March 27 expiration of spending authority and a potential agency shutdown as a leverage point to demand more spending cuts. Instead, they want to wage a campaign for deficit reduction centered on proposals by Ryan, the House Budget Committee chairman.

Shortly before approving the spending bill, the House backed a blueprint offered by the Wisconsin lawmaker to eliminate U.S. deficits within 10 years through deep cuts in healthcare and spending on other social safety-net programs.

The funding bill for the rest of this fiscal year, which the Democratic-led Senate approved on Wednesday, keeps in place $85 billion in automatic spending cuts, known as the "sequester."

But it takes some of the sting out of those cuts by allowing the military and several domestic agencies to move around some money within their reduced budgets.

The Defense Department, for example, will be able to shift to operations and maintenance some $10 billion that would otherwise be locked in outdated, unwanted budget accounts.

The House vote prompted the Pentagon to announce a two-week delay in any decisions on how much of its 800,000-strong civilian workforce would be put on unpaid leave due to its $46 billion share of the automatic cuts. Officials want to analyze the measure's impact.

The funding package will now be sent to President Barack Obama to be signed into law.

COMPETING VISIONS

Ryan's budget, marked by repeal of Obama's healthcare reforms and deep spending cuts to the Medicaid insurance system for the poor and other programs, will define Republicans' positions in the rest of this year's fiscal battles and in congressional elections in 2014.

It will be matched by Democrats' plan from Senate Budget Committee Chairman Patty Murray, which calls for $1 trillion in additional tax revenues, $100 billion in new infrastructure and jobs spending and modest cuts to health care programs.

And during the week of April 8, Obama will weigh in with his own budget request, two months after it was due.

The House voted 221-207, largely along party lines, to approve Ryan's nonbinding budget resolution, with all Democrats and 10 Republican conservatives opposing it.

Senate Democrats later put Ryan's plan to a vote in that chamber, where it was defeated 40-59, with five Republicans joining majority Democrats in voting against it.

The latest Ryan budget, like the previous versions that solidified his position as the Republicans' fiscal guru and helped him become the party's vice presidential candidate last year, proposes major changes to the Medicare healthcare program for the elderly.

This popular but increasingly expensive program would be converted to a voucher-like system of subsidies for older Americans to buy private health insurance or coverage through the traditional Medicare program.

Democrats complained the Ryan plan would crush near-term economic growth for the sake of an arbitrary goal of reaching balance in 10 years.

CREATING JOBS

"It adopts the European-style austerity approach that we've seen slow down economies in many parts of Europe," said Democratic Representative Chris Van Hollen of Maryland, the top Budget Committee Democrat. "We should instead be focusing on job growth and putting people back to work."

Ryan countered that Democrats are not serious about taming the growing debt of $16.7 trillion.

"We want to balance the budget. They don't. We want to restrain spending, they want to spend more money," Ryan said of his plan.

The Democrats' budget plan envisions deficits in the $400 billion to $600 billion range through the next decade, but maintains that these will average 2.4 percent of U.S. economic output, a level many economists view as sustainable.

The Democrats' budget seeks $1 trillion in new tax revenues by sharply curbing tax breaks for the wealthy and proposes $100 billion in new spending on infrastructure and job training.

It aims to replace the automatic spending cuts, half with revenues and the rest with other cuts, and offers only modest, undefined spending reductions to healthcare, while keeping the structure of social safety-net programs largely unchanged.

Samsung isn't forgetting about devices for emerging markets

Samsung

Samsung may be spending tens of millions of dollars to put on events for the unveiling of the Galaxy S4, but it hasn't forgotten about making devices targeted at emerging markets. We see a lot of new Samsung devices come through that are targeted at the mid range -- such as the Galaxy S3 Mini -- but the Korean manufacturer is also targeting the hyper low-end of emerging markets such as India and Indonesia. In areas where the landscape until recently has been dominated by feature phones, Samsung has gained considerable market share with devices that cost about $100 unlocked. The Wall Street Journal points out that Samsung's market share in Indonesia has risen from 2-percent in 2010 to over 50-percent last quarter.

While there is still a huge untapped market of feature phone users trying to make the move to smart phones, some are worried that Samsung's race to meet the low-end demands will cut into profits. Analysts calculate Samsung's operating margin on these low-end devices at about 12-percent, or less than half of what it is for high-end devices. It's hard to fault Samsung for trying to grab every piece of the market, however. In many cases these consumers are either buying a cheap phone or no phone at all, so choosing to not offer a low-end device to them is a completely lost sale. And with a company the size of Samsung, there's hardly a fight for resources to push into a new market.

Samsung is likely smart to push into emerging markets, if for no other reason than to get consumers acquainted with their smart phones for future purchases. Building up both market share, but also mind share, is extremely important for the long-term viability of sales in a market. They may be buying just $100 entry-level smart phones today, but in a couple of years there's a good chance that the same group of consumers will be ready for the higher end device -- and Samsung will be waiting there to sell them one.

Google Play Books now available in Mexico

Google Play Books launches in Mexico

Despite going on quite the world tour, Google Play Books hasn't been available as close by as Mexico. That's been rectified: the online bookstore is now open in the country, with both local titles and prices in Pesos. As with some other countries, the expansion also gives Mexicans their first real taste of Google Play content beyond Android apps. Those who have a Galaxy in Guadalajara just need to start browsing.
